- Document CMPC-2003-000331 is a collection of Iraqi Intelligence Service memos dealing with instructions and recommendations to the different directorates.
- The document includes 239 pages on the computer screen.
- The dates on the different memos range from 1998 to 2001.
- The IIS activity covers many countries in the Middle East and their contacts reach the US, Canada, Europe and Russia.
- This document shows Iraq’s efforts to send agents into Saudi Arabia and Kuwait along with recruitment of foreign nationals.
- The areas covered by the IIS are divided into “Internationals”: First, second, third and fourth. The fourth International covers Europe and the US.
- The following is a complete translation of a memo on page 24/239.

Re your memo 2467 on 30-4-2000
1) Your memo’s instructions were coupled with the directives of Mr. Director General concerning the plans of the different directives of our “International” for the year 2000. We have focused our actions towards Saudi Arabia and Kuwait because those 2 countries are particular. According to our memo 12/3/4/23 dated 19-1-2000 we have instructed our operating stations in Jakarta, Kuala Lumpur, Viet Nam, China, Tokyo, Islamabad and new Delhi to look for new and trusted sources from Far East Asian nationals and convince them to work inside Saudi Arabia and Kuwait in addition to choosing some of our sources working in the Arab area to push them to work inside Saudi Arabia and Kuwait.( translator’s notes: Millions of Far East Asian nationals work in the Gulf countries)
2) Our stations were instructed to invest in the Iraqis working in their fields (translator’s notes: probably Iraqis working abroad) in a way which benefits our scope of work. This follows the directives of Mr. the President leader may God protect him and guide him in this matter. The number of Iraqis with skills which were contacted in 1999 numbered 44.

Translator’s note:
- Most intelligence reports are hand written on official memos. Some are handwritten on regular paper. Page 80/239 is interesting. It is a printed report, about a Lebanese, on an official paper. Apparently someone added a note saying:”In the future those memos should be handwritten and I think that there are directives from the presidency about this matter”. The word “Re’assa” in Arabic means presidency so this directive could be coming straight from the presidency of the country (Saddam) or some highly placed official (presidency of an important agency).
